The purpose of this research was to design and validate an intervention program to increase the reading potential in the English language of cycle IV students with dyslexia and/or reading delay in a bilingual school institution. The samples were non-probabilistic, one was made up of 8 teachers, identified by sampling of relationships and variations, and the other was made up of 22 3rd and 4th grade students, registered in the Learning Support program. The study was developed using the Modeling method. Three instruments were applied: the A-Z reading levels test (to diagnose the status of the potential reader), a survey (to determine the level of knowledge about dyslexia/delay in reading and bilingualism), and an interview (to determine the level of knowledge about strategies to increase reading potential). The instruments were validated by specialists. The results showed that the students could not read 100 words per minute and their reading comprehension was below 80% efficiency. Besides, teachers lacked knowledge about methodological causal factors regarding dyslexia and there was inconsistency in working on strategies to improve reading fluency and comprehension. The study concludes in the design of an intervention program to increase the reading potential considering the theoretical and methodological foundations, as well as the theoretical and didactic criteria. This program was also subject to validation by specialists.
