Abstract
La presente investigación examina la ejecución de medidas de protección. El
objetivo es determinar que la ausencia de un sistema informático de registro de
medidas de protección, inexistencia de mapas georeferenciales, carencia de
plan de acción, falta de un protocolo de atención y ausencia de legislación
especial sobre medidas de protección, originan la omisión del deber de función
de la Policía Nacional del Perú de ejecutar las medidas de protección otorgadas
por el juez mixto de Ayna –San Francisco y juez de paz de Santa Rosa a favor
de víctimas de actos de violencia física, psicológica y patrimonial domiciliadas en
el distrito de Kimbiri, provincia La Convención y departamento de Cusco y
distritos de Ayna-San Francisco y Santa Rosa, provincia La Mar y departamento
de Ayacucho-VRAEM. Analizado los oficios y resoluciones de medidas de
protección dictadas por jueces competentes a favor de mujeres, se identifica la
no ejecución de las medidas de protección, causando desprotección de los
derechos. La investigación se sustenta en el principio de dignidad, solidaridad y
enfoque de los derechos humanos, parámetros que determinan que las víctimas
son sujetos de derechos y de tutela especial-estatal, siendo la Policía Nacional,
los jueces de la justicia ordinaria y especial, y los actores comunales, operadores
claves para ejecutar óptimamente las medidas y prevenir feminicidios. Además,
la investigación determina la importancia de promulgar una legislación especial
de medidas de protección.

This investigation examines the implementation of protective measures. The objective is to determine that the absence of a computerized system for registering protection measures, the absence of georeference maps, the lack of an action plan, the lack of a service protocol and the absence of special legislation on protection measures lead to the omission of duty; function of the Peruvian National Police to execute the protection measures granted by the mixed justice of Ayna-San Francisco and justice of the peace of Santa Rosa in favor of victims of acts of physical, psychological and patrimonial violence domiciled in the Kimbiri district, La Convencion province and Cusco department, and districts of Ayna – San Francisco and Santa Rosa, La Mar province and Ayacucho – VRAEM departments. Being analyzed the official letters and resolutions of protection measures issued by competent judges in favor of women, the non-execution of protection measures is identified, causing lack of protection of rights. The investigation is based on the principle of dignity, solidarity and focuses on human rights, parameters that determine that victims are individuals of rights and specialstate protection, being the National Police, judges of ordinary and special justice, and communal actors, key operators to optimally execute the measures and prevent femicides. In addition, the investigation determines the importance of enacting special legislation on protective measures. Key words: Execution of protection measures.
