Abstract
La presente investigación proviene como respuesta a la problemática existente sobre la informalidad de las Mypes Ferreteras en el distrito de Santiago de Surco, identificado de esta manera uno de los problemas socioeconómicos del distrito, el cual será materia de investigación bajo la siguiente interrogante, ¿Cómo los programas tributarios y sus variables derivadas: cultura e incentivos tributarios ayudarán a formalizar las Mypes ferreteras al distrito de Santiago de Surco mejorando la recaudación tributaria?. El estudio de la presente investigación consiste en determinar y analizar los programas tributarios que influyen en las tomas de decisiones de los micro y pequeños empresarios logrando el ingreso a la economía formal, originando una mejor recaudación tributaria y permitiendo un enfoque multidimensional y equilibrado para el país. De este modo, la metodología empleada en la investigación es de tipo descriptiva no-experimental, la cual está orientada al distrito de Santiago de Surco y de acuerdo con los informes del INEI (Instituto Nacional de Estadística e Informática), se adoptó un total de 319 MYPES ferreteras en el periodo 2019. Los principales resultados encontrados fueron: Se determinó que los programas de incentivos tributarios inciden positivamente en la formalización, es decir que para que haya empresas formales y que paguen sus tributos dependerá que el Estado implante estrategias integrales, accesibles y beneficios para los futuros emprendedores. Si elevamos el nivel de conocimiento en temas de cultura tributaria lograremos mejores oportunidades, empresas más responsables con sus obligaciones tributarias y la incorporación a una economía formal. Se determinó que la simplificación administrativa se orienta a la actuación de las entidades públicas brindando mejores trámites, servicios administrativos que sean precisos y convenientes para los ciudadanos.
This research comes as a response to the existing problem regarding the informality of the Mypes Ferreteras in the district of Santiago de Surco, identified in this way one of the socioeconomic problems of the district, which will be the subject of research under the following question, How the tax programs and their derived variables: culture and tax incentives will help to formalize the Mypes ferreteras to the district of Santiago de Surco, improving the tax collection? The study of the present investigation consists of determining and analyzing the tax programs that influence the decision making of micro and small entrepreneurs, achieving entry into the formal economy, originating a better tax collection and allowing a multidimensional and balanced approach for the country. In this way, the methodology used in the research is of a non-experimental descriptive type, which is oriented to the district of Santiago de Surco and according to the reports of the INEI (National Institute of Statistics and Informatics), a total of 319 MYPES hardware stores in the period 2019. The main results found were: It was determined that the tax incentive programs have a positive impact on formalization, that is to say that for there to be formal companies and to pay their taxes, the State will have to implement comprehensive, accessible and beneficial strategies for future entrepreneurs. If we raise the level of knowledge in matters of tax culture, we will achieve better opportunities, more responsible companies with their tax obligations and incorporation into a formal economy. It was determined that administrative simplification is oriented to the actions of public entities, providing better procedures, administrative services that are accurate and convenient for citizens.
